How to Evaluate RPO Companies: What to Look for and the Questions to Ask
Choosing an RPO provider is one of the most consequential talent decisions a company can make. The right partner can transform your hiring function. The wrong one can cost you time, money, and candidates you can't afford to lose.
The RPO Market: A Quick Orientation
Global enterprise RPO providers serve large multinational organizations with complex, high-volume hiring needs. They offer the broadest geographic coverage but often lack the flexibility that mid-market companies need.
Mid-market RPO specialists focus on companies in the 500–5,000 employee range. They typically offer more flexibility, more senior recruiter involvement, and more customized engagement models.
Boutique and fractional RPO firms serve startups, scale-ups, and companies that need embedded recruiting expertise without the overhead of a large engagement. They tend to offer the most flexibility and the fastest time-to-value.
The Six Criteria That Actually Matter
1. Recruiter Quality and Seniority
The single most important variable is the quality of the recruiters who will actually work on your account. Ask specifically: who will be embedded in your team? Many large RPO providers win business with senior talent in the sales process, then staff the account with junior recruiters. Ask to meet the actual team before you sign.
2. Industry and Function Expertise
RPO is not a commodity. Ask for specific examples of placements in your industry and function. Generic claims of "broad expertise" are a red flag.
3. Engagement Model Flexibility
Your hiring needs will change. Ask specifically: how does the engagement scale? What are the notice periods for adding or reducing capacity?
4. Technology and ATS Integration
The RPO provider will work inside your recruiting technology stack. Ask about their experience with your specific ATS. Be wary of providers who want to replace your technology with their own platform.
5. Pricing Transparency and Alignment
Ask for a detailed breakdown of what is included in the management fee, what triggers additional costs, and how the pricing changes as your hiring volume scales.
6. References and Track Record
Ask for references from clients of similar size, industry, and hiring volume. Ask those references: did the provider deliver on their commitments? How did they handle problems? Would you use them again?
Red Flags to Watch For
Watch out for: the team you meet is not the team you get; vague answers about sourcing; resistance to performance commitments; one-size-fits-all proposals; and long, inflexible contracts.
